That still means 75% were not speculators. That is a pretty big percentage.

Seriously you are looking at 25% versus 75%.

who can tell - someone would have eventually bought those house and and without knowing what kind of financing deal that person might have gotten you could wind up with a million different answers - if every one of those 25% was sold to someone with 10% down payment and a low fixed rate mortgage, and weren’t stretching their budgets to make the payments, then the overall situation would be 25% better
