Yeah, but there are some areas that are so bad that nobody will buy the houses. These are the areas being targeted. Don’t worry, the gov’t is bound to screw up the legislation somehow, there will still be plenty of foreclosures left.

I am outraged like you, but I just find it appalling that our gov’t is spending money we do not have right now to fix up these homes and bail owners out, when we have far more pressing health care and education issues. If we educated people, then maybe they would stop signing contracts for things they can not afford!
